In the early 1970s, the City of Jacksonville acquired the property under an EPA grant to establish a buffer around the Arlington East treatment facility. However, for three decades, the site sat largely unused and suffered from illegal dumping.

Community engagement turned the tide in 2004 when local citizens proposed transforming the land into a recreational area. Their vision became reality when the Jacksonville Arboretum & Botanical Gardens opened on November 2008. With the dedication of volunteers, trails, benches, boardwalks, and picnic tables were built, creating a space for everyone to enjoy.
